Johnson and Sollecito in Continuous improvement in Health Care 2020 state the following philosophical and structural elements are the basis of a successful CQI initiative;

Philosophical Elements: Strategic focus, Customer focus, Systems view, Data driven, Implementer Involvement, Multiple causation, Solution identification, Process organization, Continuous improvement and Organizational learning.

Structural Elements: Process improvement teams, Flowcharts, charts or checklist , Parallel organization, Organizational leadership, Statistical thinking and analysis, Customer satisfaction measures, Benchmarking and Redesign of processes from scratch

These elements are important in new initiatives because philosophical and structural elements solidify the initiative and the process improvements presented will be longstanding.

Health care uses the Deming cycle because it mimics the structural element requirements of the CQI. Just as the structural elements the deming cycle requires, the plan element could be compared to the flowcharts, charts and diagrams , the do element could be compare to the formation of process improvement teams and organizational leadership, the check/study element ties to statistical thinking and analysis and the act element is benchmarking and re-designing the processes from scratch.
